Advancing Management and Operations (M&O) and the Congestion Management Process (CMP) in Metropolitan Transportation Planning
Management and operations (M&O) is an integrated program of strategies designed to get the most efficient and safest use out of existing and planned infrastructure.
Examples of M&O strategies include:
- Traffic incident management
- Transit signal priority
- Traveler information services
- Electronic payment services
- Freight management
- Work zone management
- Transit management
- Special event management
The congestion management process is an ongoing, performance-based approach used in a metropolitan region to identify congestion and its causes, propose mitigation strategies, and evaluate the effectiveness of implemented strategies. M&O strategies are often among the congestion mitigation strategies identified through the CMP for inclusion in the transportation plan.
The Federal Highway Administration and Federal Transit Administration are teaming up to hold 6 regional workshops across the U.S. to advance the integration of the CMP and M&O strategies in metropolitan transportation planning through an objectives-driven, performance-based approach to planning for transportation operations. This approach helps bridge the gap between planners and operators, apply resources to highest priority planning needs, and effectively communicate results to decisionmakers and constituents.
These 1-day workshops aim to equip senior planners and operations managers from MPOs, State DOTs, transit agencies, and local operating agencies to lead transitions toward an objectives-driven, performance-based approach in their regions, in accordance with SAFETEA-LU in advancing planning for operations.
The workshops will showcase current good practices by metropolitan areas of all sizes that are utilizing the approaches recommended in the M&O and CMP interim guidebooks. Additionally, the workshops will solicit ideas and feedback on interim guidebooks recently published by FHWA and FTA. These guidebooks are designed to facilitate implementation of the objectives-driven, performance-based approach by metropolitan planning partners in planning for operations.
The workshop material is targeted toward managers who can impact the strategic direction of congestion management and operations programs within their organizations or at their MPO.
